Cotter is yet to announce who will replace Russell in the 27-man squad which is due to meet at Murrayfield on June 6.

Russell was taken to hospital after a clash of heads in the first minute of his side’s Guinness Pro12 semi-final against Connacht last Saturday.

The fly-half, who was transferred from University Hospital in Galway to Beaumont Hospital in Dublin, is expected to be discharged later this week without the need for an operation.

A Glasgow Warriors statement said: “Finn and his family really appreciate all the messages of support, with which they have been inundated.

“His return to training date will be determined when he is back in Glasgow.”

The 23-year-old will now miss the two Tests against Japan, who they beat 45-10 in the Rugby World Cup, on June 18 in Toyota City and on June 25 in Tokyo.

His playing return date will be determined by the Warriors when he is back in Scotland.

Ruaridh Jackson is the only other No.10 in Cotter’s squad but centre Peter Horne could provide cover having come on as a fly-half replacement in 2016 RBS 6 Nations games against France and Ireland.

Russell is the third member of Scotland’s squad to have to withdraw from the Japan tour following injuries to Alex Dunbar and Sean Lamont.
