Indications are that the injury will keep him out of the trip to BT Murrayfield as the 23-year-old was not included in England's 32-man squad for a training camp in London during this rest week.
Simmonds will return to Exeter but Wasps and England No.8 Hughes has recovered from a knee injury - he played half an hour on Sunday against Harlequins - and is included.

There will be further assessment on Anthony Watson - who also went off injured on Saturday at Twickenham.
But England have been boosted by the return of both Joe Marler and James Haskell - two British & Irish Lions from last summer - at the end of their suspensions.
Marler will be thrown straight into action as England have lined up some live scrummaging sessions with the Georgia pack this week.
"We want to have the best scrum in the world and they're the biggest, ugliest, strongest scrum pack in the world," England coach Eddie Jones said.

"Why wouldn't we want to scrummage against them? It's fantastic. We're good friends with their two coaches, Milton Haig and Richard Graham - a Kiwi and an Aussie. They were keen on the idea and it suits us perfectly."
George Kruis is left out however, as Bath lock Charlie Ewels has shaken off a hamstring injury and is fit to return to the squad having missed the first two rounds of action.
There are also two new apprentices included in the form of Harlequins wing Gabriel Ibitoye and Sale Sharks back-row forward Sam Moore.
